Should the UK be a Place of Asylum for Top Muslim Brotherhood Officials?

A new report doesn't deny the Brotherhood's viciousness, but it does play it down enough to suggest allowing them to slide in the door.

One of a government’s main duties is to protect its citizens, and the UK’s government is no different. The UK’s “Home Office is the lead government department for immigration and passports, drugs policy, crime, fire, counter-terrorism and police.” A recent Home Office report provides information and advice “on handling particular types of protection and human rights claims[,]” and if those claims “justify the granting of asylum, humanitarian protection[,]” etc. Despite revealing some unfavorable aspects of the Muslim Brotherhood, this report labeled Country Information and Guidance Egypt: Muslim Brotherhood hints at permitting asylum in the UK to top Muslim Brotherhood leaders and sympathizers.

How would this impact UK security? Let’s first examine the Brotherhood and their goals. The report did mention the Brotherhood’s duplicity in pledging to support democratic values even though the group’s ultimate goal is the formation of a worldwide Islamic Caliphate that’s guided by Sharia law. However, the report didn’t go far enough to expose the Muslim Brotherhood’s strategy of “civilization jihad” – to gradually “transform a society from within so it can eventually be brought under Islamic law.” Despite the fact that some Brotherhood affiliates such as Hamas are more violent than others, the process of gradualism is a fundamental Brotherhood strategy. Even with Hamas we see a commitment to long-term type strategies such as changing the attitudes of an international audience toward themselves and Israel – Hamas’ involvement in the Boycott, Divestment, Sanctions (BDS) movement.

If anyone has any doubts about the Muslim Brotherhood’s deceitfulness, briefly examine the title of their political party in Egypt – Freedom & Justice Party. Of course, the name appeals to Westerners because who doesn’t want freedom and justice, but the Brotherhood meant those terms in an Islamist sense – freedom and justice under Islam. Islam’s Prophet Muhammad even stated, “War is deceit.” Some examples of when it’s permissible for Muslims to use deceit include:

Let not believers take disbelievers as allies rather than believers. And whoever [of you] does that has nothing with Allah, except when taking precaution against them in prudence. And Allah warns you of Himself, and to Allah is the [final] destination. –Quran 3:28

Whoever disbelieves in Allah after his belief… except for one who is forced [to renounce his religion] while his heart is secure in faith… –Quran 16:106

Narrated Um Kulthum bint Uqba: That she heard Allah’s Apostle saying, “He who makes peace between the people by inventing good information or saying good things, is not a liar.” –Sahih Bukhari 3.49.857

…she heard Allah’s Messenger (may peace be upon him) as saying: A liar is not one who tries to bring reconciliation amongst people and speaks good (in order to avert dispute), or he conveys good. Ibn Shihab said he did not hear that exemption was granted in anything what the people speak as lie but in three cases: in battle, for bringing reconciliation amongst persons and the narration of the words of the husband to his wife, and the narration of the words of a wife to her husband (in a twisted form in order to bring reconciliation between them). –Sahih Muslim 32.6303

The Home Office report also didn’t adequately cover the extent of the Brotherhood’s transnational nature and the danger that could pose for the UK. The Brotherhood does have many affiliates around the world – one estimate shows branches in about 80 countries – and the Brotherhood is relatively decentralized, giving into all kinds of nuances and complexities. However, the global Brotherhood is united in its anti-Western, Islamic supremacism, providing a serious threat to any country or territory in which it has a presence.

The report also fails to sufficiently address how violent and subversive the Brotherhood has been under Egyptian governments other than Abdel Fattah el-Sisi’s administration, and focuses more on the actions of the Brotherhood from Morsi’s rise to power to el-Sisi. Not only by doing this isolates el-Sisi’s crackdown on the Brotherhood making him out to be a dictator, but it also minimizes the previous Egyptian administrations that have also cracked down on the Brotherhood and some of the legitimate reasons why they resorted to such actions.  For example, the Brotherhood attempted to assassinate Nasser in 1954, having been involved in putting him on the throne by helping him overthrow the monarchy before him.

In the policy summary section of the report it talks about possibly granting asylum to top Muslim Brotherhood leaders and sympathizers that are at risk for persecution:

Those with a high profile in the MB or who have been politically active, particularly in demonstrations, may be able to show that they are at risk of persecution, including of being held in detention, where they may be at risk of ill-treatment, trial also without due process and disproportionate punishment.

Additionally, high profile supporters or those perceived to support the MB, such as journalists, may also be similarly at risk of persecution. In such cases, a grant of asylum will be appropriate.

Numerous countries including US allies such as the UAE and Bahrain, as well as competitor nations such as Russia, list the Muslim Brotherhood as a terrorist organization.  The UK wouldn’t be thinking about providing asylum to Brotherhood top officials if they heeded the advice of these nations. It’s ironic that the UK might give asylum to a Brotherhood group that has contributed to the persecution of Christians in Egypt, while Christianity is still the largest religion in the United Kingdom and its Anglican denomination the established religion of England itself. The UK would be wise not only to deny asylum to the Muslim Brotherhood but also to ban them from its territory.
